Ellen Arrowsmith,

VTCPAP Program

Director

Ellen Arrowsmith, LICSW (she/her), is the VTCPAP Program Director and a member of the Liaison Coordinator (LC) team, often answering calls to the VTCPAP phone line. She collaborates with Dr. Spottswood to manage daily operations and coordinate the LC team. A University of Vermont MSW graduate, Ellen has over a decade of experience serving children, youth, and families in Vermont. Her background includes roles as a school social worker and in private practice, working with diverse groups in various settings. A passionate systems thinker, Ellen is dedicated to improving access to quality mental health care for Vermont families. In her free time, she enjoys family time, reading, and dreaming of travel adventures.

Morgan Bedard, MSW, CPHQ, LSSGBH, CLHP

Quality Improvement Specialist

Morgan is a dedicated healthcare quality professional currently serving as a Quality Improvement Specialist at VPQHC, where she leads the statewide Patient Safety Surveillance and Improvement System. Her experience spans direct patient care coordination to quality management, including her role as Director of Quality & Performance Improvement. Morgan holds certifications as a Certified Professional in Healthcare Quality (CPHQ), Lean Six Sigma Green Belt Healthcare, and as a Certified Lean Healthcare Professional.

 

Deana Chase, LICSW, ACM, CCM Quality Improvement

Specialist - Suicide Prevention Initiatives

Deana has over 25 years of experience in social work across community mental health, inpatient settings, schools, and primary care. With extensive management experience in Integrated Mental Health, she has contributed to numerous community health initiatives, including the St. Albans Health Service Area’s collaborative to reduce suicide and drug overdose deaths. Deana specializes in developing and implementing workflows within systems of care, combining clinical expertise with a deep understanding of healthcare operations. Previously, she led Vermont’s Suicide Safer-Care Pathways Minigrant Initiative, in partnership with primary care and designated agency sites across the state. Outside of work, Deana enjoys time at her summer camp on Lake Champlain with her partner and son and loves cooking for friends and family.

Bonnie Collins

Program Coordinator & Executive Administrative Assistant

Bonnie joined the VPQHC team in October 2017. She is responsible for providing administrative support to the Executive Director, the Business Office Manager and the Director of Finance, as well as provide project support for all VPQHC staff. She conducts all of VPQHC’s meeting organization and scheduling, in addition to many other administrative duties. Bonnie brings 25 years of office management, human resources, bookkeeping and administrative office experience to the VPQHC team.

 

Ali Johnson, MBA

Quality Improvement Specialist

Ali joined VPQHC in December 2021, bringing 25 years of experience in public health surveillance, database management, epidemiology, and program management. She supports Vermont hospitals in selecting and reporting measures to assess care quality and is known for her systems thinking approach and strong collaborative leadership. Ali excels in helping multi-stakeholder partnerships effectively govern themselves and use data to evaluate their progress toward achieving goals.

Patrice Knapp RN, MSN, CPHQ

Strategic Quality Improvement Consultant

Patrice first joined VPQHC in 2011 as Director of Quality and returned in February 2022 as a Quality Improvement Consultant. With extensive experience from her role as Director of Quality at a midsize Vermont hospital, she specializes in acute and long-term care quality, patient safety, and performance improvement. A Certified Professional in Healthcare Quality and PROSCI change management professional, Patrice’s background as a master’s prepared Registered Nurse ensures her focus on compassionate, patient-centered care in all her quality improvement efforts.

 

Bill Marcinkowski

Mary McQuiggan, LICSW

Director of

Programs

Bill joined VPQHC in 2001 as a Data Analyst and has been a key team member ever since. A University of New Hampshire graduate with a BA in Communications, Bill’s career evolved through various specialized roles in information technology. Now as Information Systems Manager, he oversees all technology-related aspects of the organization and contributes to major projects like the National Healthcare Safety Network (NHSN) and Peer Review. Bill is a dedicated team player who supports VPQHC’s mission to enhance the health of all Vermonters.

Mary is a Licensed Clinical Social Worker who has dedicated her career to supporting adolescents and their families in navigating Vermont's healthcare and education systems. With experience as a High School Social Worker and as a Social Worker in Inpatient Psychiatry at Central Vermont Medical Center, she has coordinated care, facilitated therapeutic groups, and guided vulnerable teens toward accessing education. Now, as Director of Programs, Mary works with partners to identify areas for growth and implement strategies to enhance continuity of care for Vermonters.

 

Randall Messier, MT, MSA, PCMH CCE

Quality Improvement Specialist

Randy Messier is a Quality Improvement (QI) Specialist at VPQHC with a rich background as the former Director of Team Coaching at the Institute for Excellence in Health and Social Systems at the University of New Hampshire. He is a seasoned leader, educator, researcher, and coach with extensive experience managing community-based practices, hospital-based programs, and leadership development in quality improvement. Randy is certified as a Clinical Microsystems Quality Improvement Coach from The Dartmouth Institute at Dartmouth College and a Primary Care Medical Home Certified Content Expert from the National Committee on Quality Assurance. He holds a Master of Science in Administration from St. Michael’s College, a Bachelor of Science in Medical Laboratory Sciences from the University of Vermont, where he graduated Cum Laude, and a certificate in the Fundamentals of Value-Based Health Care from the Geisel School of Medicine at Dartmouth.

Angela Morgan, RN, CPHQ

Quality Improvement Specialist - Program Director: SANE Care Collaborative & Innovation Network

Angela brings over 25 years of diverse healthcare experience, including direct patient care, care coordination, and quality and performance improvement. A Registered Nurse with a Bachelor of Arts in Psychology, Angela is also a Certified Professional in Healthcare Quality (CPHQ). She is skilled in leveraging data and evidence-based tools to drive performance improvement, ensuring that initiatives are grounded in measurable outcomes and best practices. As Program Director for the Vermont SANE Care Collaborative & Innovation Network, Angela leads efforts to enhance the capacity, quality, and sustainability of SANE services across Vermont, with a strong focus on data-driven decision-making to continuously improve patient care and outcomes.

 

Annie Quinn

VTCPAP Program Manager & Design Specialist

Annie Quinn, Program Manager & Design Specialist (she/her), relocated to Vermont in 2018 from a Boston suburb. A graduate of Emerson College with a degree in film and media production, Annie previously served as the administrative assistant for the Behavioral Health and Psychiatry department at the Community Health Centers, where she helped coordinate the Child Psychiatry Consultation Clinic. In her current role, she oversees VTCPAP’s administrative tasks and creates promotional content, including monthly newsletters. Annie is passionate about mental health advocacy and loves connecting providers and families to valuable resources.

Margaret ‘Greta’ Spottswood, MD, MPH (she/they) is the medical director of the Vermont Child Psychiatry Access Program (VTCPAP). She graduated from the University of Vermont College of Medicine and the Harvard School of Public Health, and completed her Psychiatry Residency and Child and Adolescent Psychiatry Fellowship at the Cambridge Health Alliance. As a founder of VTCPAP, she is committed to educating PCPs so that families can access appropriate mental health care quickly. Dr. Spottswood values collaboration with PCP colleagues to enhance mental health systems in Vermont, ultimately striving to demonstrate Vermont’s commitment to caring for its most vulnerable young people.

 

Robert Turnau, MSA

Executive Director

Attracted by VPQHC’s mission of improving health care quality in Vermont and the opportunity to work with a dedicated and passionate team, Bob Turnau joined VPQ as the Director of Finance in June 2024. Bob brings deep experience in finance, accounting, contracting, and leadership to VPQ.  He previously served as CFO at Vermont Information Technology Leaders (VITL) from 2016-2023.  At VITL, he directed all financial and human resources activities and ensured financial stability for the nonprofit as it grew to cover health care organizations and patients across Vermont. Before joining VITL, Bob worked in leadership roles in finance for BF Goodrich and General Dynamics. Bob lives in Charlotte VT.

Hillary supports all administrative and programmatic efforts at VPQHC, ensuring the organization's initiatives align with its mission to enhance healthcare quality in Vermont. She holds a Master of Science in Public Health from the London School of Hygiene & Tropical Medicine and an Honors Bachelor of Arts in International Development Studies from McGill University. With a strong commitment to advancing healthcare quality, Hillary focuses on resource development, strategic planning, assessing and communicating the impact of VPQHC’s programs, and building collaborative partnerships to drive meaningful improvements in the healthcare landscape.
