A Partnership with Howard Center to Strengthen Residential Program Quality
The Bed-Based Quality Improvement Program (BB-QIP) is a collaborative initiative between VPQHC and Howard Center to improve the quality, consistency, and regulatory alignment of procedures across Howard Center's bed-based residential programs. This effort reflects Howard Center’s leadership commitment to high-quality care and staff support, and VPQHC’s role in facilitating systems-level quality improvement.
Launched in fall 2024, BB-QIP began with a Core Process Survey that identified gaps in residential procedures. This informed the development of a curated, online procedure catalog to support real-time access, continuous updates, and alignment with required standards. A key milestone was the Fall 2024 Procedure Collaborative, where house leaders received direct support in drafting, editing, and reviewing procedures with a focus on sustainability and staff ownership.
Ongoing work includes aligning all procedures with state regulatory requirements, supporting staff in continuous procedure development, and embedding a monitored annual review process within the agency’s quality infrastructure. The BB-QIP strengthens a culture of consistency and accountability while enhancing staff capacity to lead continuous improvement in residential care.
