Analyzing Telehealth Trends to Inform Policy and Improve Access to Care in Vermont
During the COVID-19 Public Health Emergency, telehealth rapidly became a critical tool for maintaining access to care while minimizing the risk of virus transmission. In response to growing interest in understanding how telehealth was used across Vermont, the Vermont Department of Health contracted with the Vermont Program for Quality in Health Care (VPQHC) and Policy Integrity, LLC to conduct a statewide analysis of telehealth utilization trends from 2018–2022.
This annual analysis, conducted under 18 VSA § 9416 and in alignment with Act 6 of 2021, examines claims data to assess how telehealth services were used across different populations, provider types, and service categories.
To support continued learning, VPQHC maintains a semiannual research tracking sheet summarizing emerging evidence related to clinical quality and audio-only telemedicine. The most recent update was completed in December 2025.
