Transition

March 26, 2004

Dear ExCEL Member:

In mid-September, a broad coalition representing organizations and individuals with an interest in end-of-life care met in Montpelier. We brainstormed and planned with great energy. Co-leaders were selected, as well as committees and chairs to round out the organizational structure.

During our time together it became clear that our first task would be to find what we termed “an administrative home”, with a broad focus representative of our shared goals.

We are delighted to announce that ExCEL has officially been accepted as a Steering Committee of the Vermont Program for Quality in Healthcare (VPQHC). Coordination of meetings, mailings, website and communication will now originate with this organization.

Because the structure we envisioned in September assumed that ExCEL would be a separate organization, our inclusion in VPQHC will mean a few changes. The committees selected in September will remain within the structure. They will be activated depending on the needs of the organization at any given time.

The three co-leaders, committee chairs and others who made up the ExCEL Steering Committee have now become a steering committee within VPQHC.

Currently, our work includes selecting a tool for a survey “to assess the quality of the end-of-life experience for Vermonters”. Once we have identified an appropriate survey tool, the next step will be to administer and analyze the survey to establish the baseline of care in Vermont.  Using this information, we plan to identify priorities for improvement and outreach. The survey results may also form the foundation for an end-of-life chapter in the VPQHC Quality Report as well as helping to inform legislative goals in improving end-of-life care in our state. The ExCel Steering Committee will take a leadership role in completing these tasks, identifying appropriate members to work on specific tasks and projects.

We will keep the larger ExCEL membership informed of tasks and projects through minutes, mailings and emails, with participation in specific areas of interest welcome at any time.

The next meeting of the entire ExCEL coalition is scheduled for June 10 and 11 at Lake Morey Inn in Fairlee. A full agenda for this annual conference will follow shortly.

These are exciting times filled with opportunities to improve end-of-life care for all Vermonters.

Together, we have the strength and focus to achieve our goals.

With appreciation for your continued support,

Zail Berry, MD    Leitha Mills, MD     Diana Peirce, RN, CHPN
